Unusual Surge in Japan’s Patent Filings in December 2025 Raises Questions

An unusual phenomenon in Japan’s patent filing activity in 2025 has recently attracted attention.

The chart above shows the number of patent applications filed in Japan on a monthly basis. From January through November 2025, filings remained relatively stable, generally ranging between approximately 20,000 and 30,000 applications per month. However, in December, the number suddenly surged to more than 80,000 applications—an extraordinary increase compared to the rest of the year.

As is well known, Japanese patent applications are published approximately 18 months after filing. Accordingly, it will not be immediately clear who filed this large number of applications or what kinds of technologies are involved.

The chart above is based on Figure 1-1-1 in Chapter 1 of the JPO Status Report 2026, published by the Japan Patent Office.

As a result of the December surge, the total number of patent applications in 2025 reached 358,317, representing a 16.8% increase compared to 306,855 applications in 2024. Such a sharp year-on-year increase has not been observed in recent years, making this trend particularly noteworthy.

This sudden spike has been reported in the news and has sparked various discussions. One theory suggests that advances in AI tools may have enabled the mass generation of patent applications. However, many observers remain skeptical of this explanation. Even with recent developments in AI, it is widely considered unlikely that such a large volume of applications could be produced and filed in such a short period.

It should be emphasized that the following remains purely speculative and is not supported by any concrete evidence. Some commentators have suggested that the surge may have been driven by large corporations filing a substantial number of patent applications. There is also speculation that many of these filings could be related to generative AI technologies. For example, it was reported in early April 2025 that SoftBank Group had filed more than 10,000 patent applications related to artificial intelligence. While there is no evidence linking this activity to the December surge, it is nonetheless an intriguing point of reference.

For now, the cause of this surge remains unclear. The full picture may only emerge once these applications are published approximately 18 months after filing.
